The EU-Canada Cooperation Programme in Higher Education, Training and Youth only provide financial support to a group of EU and Canadian higher learning institutions that form a consortium with the goal to achieve specific themes, such as realising student exchanges. On account of this, only students belonging to universities selected can apply to their university to do a period of study in either Canada or in one of the EU Member States. Accordingly, the programme deals only with institutions of higher learning and not with individuals seeking information about study abroad or scholarship opportunities.
In 2006, the European Union and Canada extended the agreement in the fields of higher education, training and youth for another eight-year period (2006-2013). The new agreement, signed on 5 December 2006 at the informal education ministerial meeting in Helsinki (Finland), officially entered into force on 1 March 2007. It renewed and reinforced the longstanding EU-Canada co-operation programme that was established in 1995. It aimed primarily to promote understanding between the peoples of the European Union and Canada and to improve the quality of their human resource development.
27 joint consortia projects involving EU and Canadian higher education and training institutions, as part of the EU-Canada Transatlantic Exchange Partnership (TEP) programme, are currently underway. As a result 1.776 people have had the opportunity to study and teach on the other side of the Atlantic. These projects involve the mobility of students and faculty in transatlantic exchanges, including arrangements for credit recognition and transfer among participating institutions.. In addition, the Commission and the Canadian government are looking to implement a new dimension to the Agreement which focuses on fostering an in-depth dialogue on policy issues, developing new activities in the area of youth, and establishing an alumni association to help keep former grantees in touch with one another and to promote the co-operation scheme among future generations of students.
The EU-Canada Programme is administered jointly by the European Commission´s Directorate General for Education and Culture (DG EAC) and by Human Resources and Social Development Canada (HRSDC), in conjunction with the Canadian Department of Foreign Affairs and International Trade.

The EU budget available for the co-financing of projects in the context of the 2010 call for proposals is estimated to be EUR 1.974.000. It is anticipated that approximately 3 Transatlantic Degree Partnership (TDP) projects and 5 Transatlantic Exchange Partnership (TEP) projects will be funded in 2010. Out of the five TEP projects two are foreseen to be with vocational training focus, if these represent sufficient quality. The maximum amount of funding on the EU side will be 428.000EUR for a 4-year TDP project and 138.000 Euro for a 3-year TEP project.
